Former President Donald Trump unveiled a series of tough-on-crime proposals during a speech at the Livingston County Sheriff’s Department on Tuesday.
His plan includes the death penalty for child rapists, felonies for doctors who perform transgender surgeries on minors without parental consent, and a return to the controversial “stop and frisk” policing strategy.
“I am announcing today that I will be asking for the death penalty for child rapists and child traffickers,” Trump declared to an audience of law enforcement officials.

His remarks were made in the context of a broader discussion on crime, with the former president positioning himself as a staunch defender of law and order.
In addition to his stance on capital punishment for certain crimes, Trump emphasized the protection of minors from what he described as “sexual mutilation.”

He proposed severe penalties for medical professionals who conduct transgender surgeries on minors without the explicit consent of their parents. “To protect our children from sexual mutilation, we will make it a felony for any medical professional to perform surgery on a minor without parental consent,” Trump stated.
Trump, who is seeking the Republican nomination for president in 2024, also advocated for the reinstatement of “stop and frisk” policing, a practice that has been heavily criticized by civil rights groups for leading to racial profiling. Despite its controversial nature, Trump argued that the policy is essential for cracking down on illegal activities. “We will aggressively prosecute dangerous criminals who violate existing gun laws — including by returning to ‘Stop and Frisk,’” he said.
The speech included sharp criticism of Vice President Kamala Harris, whom Trump accused of supporting policies that undermine public safety. “Kamala Harris will deliver crime, chaos, destruction and death,” Trump asserted, drawing a stark contrast between his vision for the country and that of the current administration. “I will deliver law, order, safety, and peace. And I will protect those who protect us,” he added.
Trump’s speech in Michigan was underscored by promises to bolster law enforcement if he is re-elected.
Standing in front of three Livingston County Sheriff’s Department SUVs, the former president committed to increasing resources for police departments nationwide. “Under my leadership, we will make a record investment in hiring, retention, and training for police officers,” Trump said.
Throughout his speech, Trump repeatedly targeted Vice President Harris, accusing her of leading an “anti-police crusade.” He characterized her approach to law enforcement as part of a broader “extremist, pro-crime, anti-police” agenda.

These comments align with the former president’s ongoing efforts to frame his potential 2024 candidacy as a return to stricter law enforcement policies.
Trump’s visit to Howell marks one of several appearances he has made across the country to outline his policy platform as he seeks to secure the GOP nomination. The focus on crime in his Tuesday speech is indicative of a broader strategy to appeal to voters concerned about public safety, particularly in the wake of recent nationwide debates over policing and criminal justice reform.
The former president’s proposals are likely to energize his base, particularly among voters who prioritize tough-on-crime policies. However, they are also expected to draw significant criticism from opponents who argue that such measures could lead to further injustices, particularly in minority communities.
